Emerging economics are building up their education systems by overcomeing the major challenges of finance, infrastructure and palnning and control of resources and internal process through 'school based management' reforms. To achive relative competitiveness, school management must deal with these challenges. Government consider decentralization as an indispensable step in efforts to provide quality education. This study sought to explore the nature of planning function being practiced atthe school level as a source of competitive advantage.
